Alleged Kidnapper of Lake Tahoe Girl Had Monitoring Device, Regular Parole Visits

Phillip Garrido, who is charged with kidnapping South Lake Tahoe resident Jaycee Lee Dugard back in 1991, raping her over the course of 18 years, and forcing her to live in a backyard compound, was a registered sex offender, had parole visits regularly, and wore an ankle monitoring device.  However, even with all of these things, he was still allowed to be around children, and his alleged crimes went unseen for a long period of time.  A parole officer visited his house unannounced twice a month, but not even these could unearth Dugard and the backyard compound.  

Neighbors became suspicious of Garrido’s backyard, and one made a 911 call in 2006, saying that women and children were living in tents in his backyard.  Unfortunately, the deputy who responded did not go past the front yard and did not know that Garrido was a sex offender.  However, Garrido’s secret came to an end when his parole officer called him for a meeting and he had his two daughters with Dugard.  The parole officer pressured him on their identities, and eventually Garrido gave in and confessed to the crime.
