No Snow in Moscow this Winter!

The mayor of Moscow is promising his citizens a winter free of the white stuff. (First of all, Why?) In a grand scheme to help keep the city from being pounded by snow, Mayor  Yury Luzhkov, plans to hire the Russian Air Force to spray a chemical to prevent winter storms from dumping huge piles of snow on the capital city. The snow would instead pass by and chemicals would break down and allow the snow to fall elsewhere. 


Moscow is known for its long cold winters and average snowfall for the city is 18″ and average temp in the winter is around 20º F.
