It appears that alleged kidnapper Phillip Garrido could have been charged with a different crime if he had never been caught for the abduction of South Lake Tahoe girl Jaycee Lee Dugard.  According to Contra Costa County records, he stopped paying property taxes in 2004.  The house where he held Dugard for 18 years, 1554 Walnut Avenue, is deeded to his mother, Patricia Franzen.  But since she allegedly suffers from dementia and was cared for by Garrido, it is most likely his responsibility to pay the taxes.  There is a balance due of almost $7,000 in delinquent taxes, and if the lien had gone unpaid, it could have been re-possessed by the county.  Garrido and his wife, Nancy, are being held on 29 felony counts relation to Dugard’s abduction, including kidnapping and rape.
