Lake Tahoe kidnapping victim Jaycee Lee Dugard files claim against state of CA

Lake Tahoe kidnapping victim Jaycee Lee Dugard made news today as her family released a video to ABC News with her giving a brief statement and telling the world that she is “well.”  Dugard, who went missing from her South Lake Tahoe ski resort town back in 1991, finally escaped her captors, Phillip and Nancy Garrido, last summer.  The Garridos are being held as they await trial, but Dugard’s ordeal with them is far from over.

Just last week, Dugard filed a claim with the state of California’s Victim Compensation and Government Claims Board, which is the probable beginning of her suing the state for lapses in monitoring Garrido, who was a convicted sex offender.  Garrido only had parole visits a few times during her 18 years of captivity, and officials never came in the house or in the backyard, where Dugard was held in a compound for 18 years.
